In addition to the general public, they cultivate extensive specific constituencies such as convenience store operators (the lottery’s usual vendors); suppliers of lottery-related products and services (heavy contributions from them to state political campaigns are routinely reported); teachers (in those states where a percentage of profits is earmarked for education); state legislators; etc.

Lotteries promote their activities by focusing on the idea that gambling is fun. They also emphasize that playing the lottery is a good way to spend money. This message is meant to counter the regressive impact of lottery revenues, which disproportionately benefit lower-income people who spend a larger share of their incomes on tickets. However, this strategy has its limits. The bottom quintile of Americans does not have the discretionary resources to spend a large portion of their income on tickets and still afford basic needs.
